Detectives assigned to the Gaming Enforcement Section have, on average, over 20 years of experience conducting criminal investigations. The Gaming Enforcement Section also has similar responsibilities over the gaming ventures of Native American Indian Tribes within the State of Oregon.
The Gaming Enforcement Section consists of the Lottery Security Program, which handles facility security and “traditional” games -- Scratch-its and on-line games such as Megabucks, Keno, and Powerball. The other program, Video Lottery, oversees Video Lottery games.
Upholding Personal and Corporate Integrity
Extensive background investigations of potential Lottery employees, retailers, vendors, or contractors are conducted by the Lottery’s Gaming Enforcement Section. Using undercover as well as announced inspections, the investigations examine personal, professional, and financial histories for any impropriety, criminal wrongdoing, or association with organized crime.
The Automatic Fingerprint Identification System and Law Enforcement Data Systems are just two of the many resources used to complete these investigations.
Ensuring Fair and Honest Games
Oregon State Police detectives are also responsible for making sure that every Oregon Lottery game played and every ticket sold has a fair and equal chance of being a winner. For example, detectives oversee and are present at all drawings. The Oregon Lottery’s random number generator is tested and certified by an external lab and the Oregon State Police
Scratch-it tickets are subjected to a battery of tests and security procedures, from game concept development through printing production to Lottery warehouse delivery.
To guarantee these tickets can’t be compromised in any way, special inks, chemicals, and papers are used, as are computerized bar-coding systems that enable the verification and validation of each ticket. As a result of these security measures, altered or forged tickets can be detected before payment is made. These systems also have been instrumental in identifying stolen tickets and, in two different cases, have led to the arrests of murder suspects.
Equally stringent levels of integrity testing are applied to the Video Lottery games to ensure that every “card” is dealt from an honest “deck.” In addition to investigating the manufacturers and retailer establishments, the Video Lottery terminals are under constant supervision. The computer chips for each terminal are inspected at four different points before they are installed, and each terminal is monitored 24 hours per day by a central computer system which tracks all transactions and interactions with the equipment.
Last but not least, the Oregon State Police make sure that all Oregon Lottery facilities -- and the equipment, inventory, and staff they house -- are in a secure environment that is protected against unauthorized entry or access. Surveillance cameras, key-pad entry locks, intruder alert devices, and computer system safeguards are all part of the security regimen. And, of course, there are the Oregon State Police troopers themselves: They are on-site and ready to respond to any breach of security.
The Oregon Lottery: A National Model of Security and Integrity
Thanks to this uncommon partnership with the Oregon State Police, the Oregon Lottery is considered a national model of integrity and security. Oregonians can be confident that Oregon Lottery games are fair and honest, and that on-site security systems are in place to block any attempts at compromising those games. The Oregon Lottery’s mission -- to operate with the highest standards of integrity -- is a commitment shared by all of its employees and associates. With the help and guidance of the Oregon State Police, this is a day-to-day reality.
The Oregon Lottery’s legal and regulatory framework is a combination of constitutional, statutory and administrative rule language.
The Oregon Lottery was created through the initiative process in November 1984 when voters approved by 66% an amendment to the Oregon Constitution requiring the establishment and operation of a State Lottery. Backers of the initiative believed economic development was the most pressing need at that time, and Lottery profits were earmarked “to create jobs and further economic development.” In May 1995, voters approved a Constitutional amendment adding the “financing of public education.” Similarly, voters added parks and salmon restoration projects to that list of allowable uses of Lottery proceeds in an election held in November 1998.
The Oregon Lottery’s statutory mandate is: “The Lottery ... shall be operated ... to produce the maximum amount of net revenues ... commensurate with the public good.” The Oregon Lottery’s own Mission Statement is: “Operate a Lottery with the highest standards of security and integrity to earn maximum profits for the people of Oregon commensurate with the public good.”
